How the IFTA Tax Formula Works
IFTA follows one rule: you pay tax where you drive, and get credit for tax you already paid where you bought fuel. Every quarter, the net difference is settled in a single return with your base jurisdiction.
- Fleet average MPG = total miles driven รท total gallons purchased, across every state.
- Taxable gallons per state = miles driven in that state รท fleet average MPG.
- Tax owed per state = taxable gallons ร that state's quarterly tax rate (plus surcharge, where it applies).
- Tax paid credit = gallons purchased in that state ร that state's tax rate.
- Net due = tax owed โ tax paid credit. Positive means you owe; negative means you get a credit.
Kentucky and Virginia charge an additional per-gallon surcharge that applies to every taxable gallon and is never refunded, even if you overpaid at the pump in that state.

What is IFTA?
IFTA (the International Fuel Tax Agreement) is a fuel tax reporting agreement among the lower 48 US states and most Canadian provinces. Instead of filing a separate fuel tax return in every state you drive through, you file one quarterly return with your base jurisdiction, which redistributes the tax to where it's actually owed.
Which states and provinces are not part of IFTA?
Alaska, Hawaii, and Washington D.C. in the US, plus Yukon, Northwest Territories, and Nunavut in Canada, are not IFTA members. Miles driven there (and in Mexico) are reported as non-IFTA miles and fall outside this calculator's scope โ some may still require a separate fuel trip permit.
What is an IFTA quarterly fuel tax report?
It's the return you file every quarter listing total miles driven and fuel purchased in each jurisdiction. Your base jurisdiction uses those numbers to move fuel tax you already paid at the pump to the states or provinces where you actually drove, then tells you whether you owe more or are due a credit.
Do I need an IFTA license?
Generally yes, if you operate a qualified motor vehicle for business purposes in two or more IFTA jurisdictions. See the next question for what makes a vehicle "qualified."
What counts as a qualified motor vehicle for IFTA?
A vehicle used to transport people or property that has three or more axles, or has two axles with a gross/registered weight over 26,000 lbs, or is part of a combination exceeding 26,000 lbs combined. Personal-use RVs and campers are generally excluded when driven exclusively for pleasure.
How do I get an IFTA license and decals?
Apply through your base jurisdiction's motor carrier or revenue agency (usually online), pay a small fee, and you'll receive two decals per qualified vehicle โ typically around $10 total โ that go on the lower rear exterior of the cab, one per side. The license and decals are generally valid for the calendar year and must be renewed annually.
What are IFTA tax rates and how often do they change?
Each jurisdiction sets its own per-gallon fuel tax rate, and rates can change at the start of any quarter (Jan 1, Apr 1, Jul 1, Oct 1). Do gasoline and diesel use different IFTA tax rates?
Yes. Most jurisdictions set separate rates for diesel and gasoline. Use the fuel type selector above the trip table to switch between them โ the calculation updates automatically.
Why do Kentucky and Virginia show a surcharge?
KY and VA apply a per-gallon surcharge on top of the base fuel tax rate. It's calculated on total taxable gallons, not net gallons, and is always owed โ it never generates a refund, even if you bought more fuel there than you actually burned.
What's the difference between IFTA tax and the federal fuel excise tax?
The federal excise tax (18.4ยข/gal on gasoline, 24.4ยข/gal on diesel) is separate from IFTA and already baked into the pump price nationwide. IFTA only concerns state and provincial fuel tax โ the part that varies by jurisdiction and gets redistributed between them.
What if I drove 0 miles in a state but bought fuel there?
You still owe tax on that fuel based on your fleet average MPG applied to miles driven, which nets against the credit for tax paid at the pump. Enter the gallons purchased with 0 miles and the calculator handles the math.
When is the IFTA reporting period and filing deadline?
Filing is quarterly: Q1 (JanโMar) is due April 30, Q2 (AprโJun) is due July 31, Q3 (JulโSep) is due October 31, and Q4 (OctโDec) is due January 31. If a deadline lands on a weekend or holiday, it typically moves to the next business day.
How long should I keep fuel receipts and mileage records?
Keep fuel receipts, trip logs, and mileage records for at least 4 years from the filing date โ this is the standard IFTA audit retention period across member jurisdictions.
How do I track my miles by state?
Common methods include an ELD or GPS system that logs state-line crossings automatically, routing software that calculates state-by-state mileage from your stops, or a manual trip log where you note the odometer reading each time you cross a state line.
Where do I actually file my IFTA return?
You file with your base jurisdiction's IFTA-administering agency โ most states now offer an online portal. This calculator estimates your numbers ahead of time; it doesn't submit anything on your behalf.
